Yust Ranch CN/AM Adequacy Letter
August 1,2014
reclamation bond required for the site. Please commit to mining the final slopes at 3H:1V if
acceptable to the Applicant.
12. The Applicant states the maximum disturbed area at one time will be 10 acres. Please
explain this statement since 9.9 acres are currently disturbed and the reclamation plan
states the operation will move into phase 2 while phase 1 (110 permit area) is reclaimed,
totaling 13.04 acres.
13. Please update the narrative in the Reclamation Plan to include the revised 6 phase
reclamation approach due to the addition of the amendment acreage (5.41 acres).
14. The Applicant states the control and monitoring of noxious weeds will take place. Please
submit a copy of the Noxious Weed Management Plan for the site with the following
information:
a. A list of potential noxious weed species (target species).
b. The control methods and treatment window for each target species.
c. A monitoring plan and follow-up plan for the site (i.e. when the "local weed control
expert" will inspect the property during the year and how follow-up treatments will
be implemented following the inspection.)
15. Please provide a description of the type of reclamation the Applicant proposes to achieve in
the reclamation of the affected land.
16. Please provide a comparison of the proposed post-mining land use to the other land uses in
the vicinity and to adopted state and local land use plans and programs.
17. During the original Conversion Applicant Pre-Operational inspection, the Applicant stated
the northern mining boundary for four proposed mining phases would be the last to be
mined in order to provide a visual barrier. Please explain and provide additional detail on
how the visual barrier will be maintained and how it will be mined.
18. The reclamation seed mix provided by the Applicant was recommended by the NRCS in
1999 for the 110 permit application. The selected plant varieties included in the seed mix
are no longer considered desirable reclamation vegetation by the Division. Please contact
the NRCS to either confirm the validity of the current seed mixture or proved an updated
seed mixture for the site.
6.4.12 Exhibit L- Reclamation Costs
19. The Division will estimate the cost to reclaim the site based on the information submitted
once the Applicant addresses the concerns noted in this letter.
