July 23, 2014 C- 1981- 012/New Elk Mine JLE <br />The west portal fan shaft was observed, this fan site area was stable and the drainage ditches appeared functional. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The soil storage area was observed. A topsoil stockpile is located in this area as well as a waste pile and what <br />appears to be an overburden pile. These piles were graded and appeared stable with the exception of some minor <br />n1ling. The topsoil stockpile was marked with a sign and was vegetated with perennial grasses and some annual <br />forbs. The overburden stockpile was stable with very sparse vegetation established. Canada thistle was observed <br />on this pile.
