July 24, 2014 C- 1996- 084 /Lorencito Canyon Mine JLE
near the toe of the embankment to catch this material. The silt fence does not appear to be functional and animals
have damaged it, but the straw bales are functioning. The operator has established a drainage on the west side of
the pond to divert flow into the pond. Straw bales have been installed in this drainage.
Pond 008 was holding water but was not discharging. The primary and emergency spillway was clear and
functional. The face of the fill was stable.
Pond 006 is holding water but was not discharging. The operator is extracting rock from a pit above this pond.
This rock has been used as rip -rap in various locations throughout the site. The operator has constructed check
dams with the rock material in the drainages leading to Pond 006. Sediment has filled up behind several of these
check dams and it is recommended that the sediment material behind these dams be removed at the end of this
season in preparation for next year's snow melt and run -off. The primary and emergency spillways were clear and
stable.
Pond 009A was holding water but was not discharging. The primary and emergency spillways were clear and
functional. The embankment was stable.
REVEGETATION — Rule 4.15
Vegetative Cover; Timing:
The shrub plot was observed. This area has very good vegetation established. Perennial grasses are well
established within the plot. Several shrub species were observed such as service berry and sumac. Several Salt
Cedar /Tamarisk trees ( Tamarix spp.) have established within the shrub plot. It is recommended that these trees be
cut down and their stumps treated with a herbicide or some form of management approved by the local county
weed extension agency.
SLIDES and DAMAGE - Rule 4.12:
Material cleaned from Pond 009 has been placed in an area north of the shrub plot. The cleaning have been
graded. The slope above this site is very steep and large rills have formed.
The mined area above Pond 006 is very steep and the operator has been conducting surface stabilization activities
in the area. On the upper portion of the slope, straw waddles have been installed at several intervals going down
the hill slope. The operator is hydro seeding the surface of this area. Heavy rain fell the previous evening and the
hydro- seeding tackifier appears to be holding. Mr. Massarotti indicated that in September, they plan to finish
hydro- seeding the western portion of this hill slope and will then begin to work on the lower reached of the slope.
DOCUMENTS RECEIVED: None
OTHER (SPECIFY): NA
Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0
Page 3 of 14
