Please revise this
section to reflect the 2.2 acres that was topsoiled for the Upper Carbon Junction
Channel reconstruction.
(e) The species, location and number of acres of vegetation planted during that year,
The 2013 ARR states that no revegetation occurred during the year. The report does
not address the 2.20 acres that were seeded following reestablishment of the Upper
Carbon Junction Channel. Please revise the ARR text accordingly.
including any augmented seeding or cultural practices.
The 2013 ARR states that Oakridge Energy contracted for spraying of scattered
noxious weeds in late summer 2013. Additionally, a few musk thistles were hand -cut.
Please provide information regarding the noxious species sprayed, the herbicide used,
and identify the locations on a map [per 2.04.13(1)].
Discrete areas planted with specific seedmixes should be indicated, and seedtags, invoices or
other comparable documentation should be included; and
The 2013 ARR is not in compliance with this requirement; Division records show that
revegetation did occur during the year in the reestablished Upper Carbon Junction
Channel. No seedtags or invoices were provided with the 2013 ARR, and the areas
are not identified on a map.
69 Location, number of acres and date of planting for all previously revegetated areas.
For this entry, the 2013 ARR states, "Permanent revegetation as described in the
mining and reclamation plan has occurred at the Carbon Junction Mine at all disturbed
areas of the mine slated for revegetation." This section of the ARR is incomplete, and
does not fulfill the requirements of (f). Please refer to the Division's January 30, 2014
review of the 2012 ARR for additional comments.
(2) The permittee may provide additional monitoring information as required by the approved permit.
The Carbon Junction Mine permit does not require that additional monitoring information
be provided with the Annual Reclamation Report. Therefore, this section is not applicable.
CDRHS Annual Reclamation Report Form - 2013
In a memo dated January 30, 2014, the Division presented the results of an extensive review of
the full permitting history and the Annual Reclamation Reports submitted for the Carbon
Junction Mine covering calendar years 1992 through 2012. As discussed in the 2012 ARR
review, the acreages should be updated to reflect these values. An edited form is attached, for
your reference. Please resubmit the form, using the values shown.
