Review of 2013 Annual Reclamation Report
Dear Ms. Price:
Annual Reclamation Reports (ARRs) are to be submitted for permitted coal mines each year.
The ARR for the Carbon Junction Mine, calendar year 2013, was submitted on April 25, 2014 by
Savage and Savage, Inc. on behalf of Oakridge Energy, Inc. The Division has evaluated the
2013 ARR for compliance with the requirements of Rule 2.04.13. Our comments are provided
below for your review and response.
Rule 2.04.13 Annual Reclamation Report
(1) By February 1 S, or other such date as agreed on, each permittee shall file an annual reclamation
report covering the previous calendar year for all areas under bond.
The 2013 ARR was filed on April 25, 2014, which is not in compliance; however,
discussions regarding the acreages and reclamation status were ongoing between the
Division and Oakridge in early 2014, and the Division agreed that a delay in submittal of
the 2013 ARR was acceptable.
The report shall include, but not be limited to, text, discussion and maps which address:
(a) The name and address of the permittee and permit number;
The 2013 ARR is in compliance with this requirement.
(b) Location and number of acres disturbed during that year;
The 2013 ARR is in compliance with this requirement, stating that no additional
acreage was disturbed during the year.
(c) Location and number of acres backfilled and graded during that year;
The ARR states that regrading and stabilizing of segments of the Carbon Junction
Canyon was accomplished, as required by the Division. A map [per 2.04.13(1)] was
