July 22, 2014 C- 1981 - 010 /Trapper Mine MLT <br />• Blasting records were available at the mine's office building. Records for March to June <br />2014 were being kept in an engineer's office, for final processing. Older records, which are <br />completed, are kept on file in the Blasting Foreman's office. <br />I obtained photocopies of the blast records for four different dates: December 2 and 7, 2013 <br />(completed) and June 2 and 3, 2014 (not yet finalized). The Division is currently reviewing <br />these records for compliance with Rule 4.08.5. <br />FISH and WILDLIFE — Rule 4.18: <br />A pair of Kestrels appeared to have constructed a nest in a sandstone outcrop immediately <br />north of the Horse Gulch Pond (Photo 3). We could hear the chicks, and saw both parents <br />flying to and from the cliff. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The pond below the Horse Gulch Fill was holding water. The slopes were well- vegetated, <br />and the concrete -lined spillway was clear (Photo 4). <br />GENERAL MINE PLAN COMPLIANCE: <br />• The Baby Doe and Molly Brown draglines were working in the active pit. The Queen Anne <br />was parked (Photo 5). <br />• We were unable to see where the LeTourneau loader was working. <br />OTHER (PROPOSED EXPANSION): <br />At my request, we drove along County Road 33, a north -south gravel road that lies east of the <br />current permit area. TMI intends to expand its operations through CR 33 to include acreage <br />further to the east, and has begun the process of collecting baseline data. Mr. Luke said he <br />completed a raptor survey earlier this year. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Haying operations were active throughout the Yampa valley, including an area of the mine <br />that has achieved full Phase III bond release (Photo 6). Large, round bales were scattered <br />across the field, awaiting pickup. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />In the general area of the Horse Gulch Fill, revegetation efforts appear to be successful; <br />however, we did see an abundance of Musk and Scotch thistle plants (Photo 2). <br />• Mr. Luke reflected that although the area had a wet winter and spring, the dry conditions that <br />have prevailed for June and July were likely to have an impact on the mine's reclamation <br />success. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 Page 3 of 8 <br />
