Trapper Mine; TR113 File
Page 2
July 25, 2014
Trapper. This revision provides an updated mining and reclamation plan for the 2013 -2017 permit
term as well as adds additional permit acreage to the site. The Division will request that Trapper
update section 3.1.4.1 of the permit to indicate the total area that has been disturbed and the
maximum area to be disturbed during this permit term for each of the pit areas and to provide a total
cumulative disturbed area projected for the 2013 -2017 permit term. This item will be addressed
through an adequacy review item for PR7.
(c) The location and number of acres backfilled and graded during 2013 are discussed in Section 1.2.2
and depicted on Map 1 of Appendix W. Trapper backfilled and graded approximately 120.4 acres
of land in 2013. These parcels are located in the A, Z and K Pit disturbance areas. These parcels
were evaluated for Phase I bond release during the review of the SL15 bond release application
which was submitted in October of 2013. The Division issued a proposed decision to approve the
SL 15 bond release application in January of 2014 and the decision became final and was issued in
February of 2014. Given this, the 120.4 acres in question were found to be in compliance with the
approved post mine topography.
(d) The location and the number of acres topsoiled during 2013 is discussed in section 1.2.3 and
depicted on Map 1 of Appendix W.
(e) Trapper seeded 120.4 acres of land in 2013. The location and the number of acres seeded during
2013 is discussed in section 1.2.4 and depicted on Map 1 of Appendix W. Trapper included a
packing slip from Stevenson Intermountain Seed, Inc. in Section 7 of Appendix W for the seeds
used for reclamation. Section 1.2.5 of Appendix W discusses the cultural practices conducted in
2013.
(f) Map 1 of Appendix W depicts all of the parcels that have been planted previously at the site. Each
parcel identifies the acres and the year they were seeded.
2.04.13 (2):
The report identified that improvements and repairs were conducted on reconstructed drainages in
2013. No new drainages were constructed M2013. For the topsoil stripped and stored at the site,
Trapper provides a table that indicates the location of each of the topsoil stockpiles and the amount
of topsoil stored in each pile. These topsoil stockpiles are depicted on Map M1 in Appendix W.
The location and construction of stock tanks and dozer basins were updated through 2013. In
accordance with section 3.6.3.5 of Trapper's permit, they are required to provide the Division with
the proposed species list to be used each year. It appears the number of species for each life form
and the amount of seeds to be used is in accordance with Trapper's approved seed mixtures. Also,
no stock tanks were constructed in 2013.
During 2013, Trapper received approval of SL14, a Phase I bond release for 417.8 acres.
