The revision was received on March 18, 2014. The report contains all of the <br />information required by Rule 2.04.13(1) and (2): <br />2.04.13(1): <br />(a) The name and address of the permittee is provided. <br />(b) The location and number of acres disturbed during 2013 are discussed in Section 1.2.1 in Appendix <br />W. Trapper created 4.6 acres of new disturbance in the M -Pit area. Previously reclaimed lands <br />were not reported to have been disturbed in 2013. Table 1.2 of Appendix W indicates which <br />parcels have been re- disturbed and these parcels are depicted on Map 1 included in Appendix W. <br />Trapper identified a discrepancy in the accounting of cumulative disturbed acreage at the site. The <br />cumulative total acres disturbed reported for 2012 was 185.6 acres more than what was reported for <br />that year. According to Trapper; for the annual reclamation report form, a runny tally has been <br />tabulated for cumulative disturbance and reclamation on the mine site over the years and a more <br />thorough analysis was conducted for this reporting year. Through the use of CAD based mapping, <br />Trapper found the cumulative disturbance acreage reported was less than the actual disturbance <br />depicted on the maps submitted with the annual reclamation report each year. According to <br />Trapper, a definitive reason for the discrepancy could not be found. They assume that areas <br />stripped were not entirely accounted for in the past or areas they consider stripped and disturbed <br />now were not interpreted that way in the past. The annual reclamation report maps depict the actual <br />on the ground conditions of the site for the reporting year. <br />Based on the discrepancy discussed above, the Division conducted a review of the permit to <br />determine compliance with Rule 2.053(2)(a). This rule requires the maximum acreage proposed <br />for each phase of the operations within the permit area be specified within the permit application. <br />Section 3.1.4.1 of the permit discusses the mining sequence for the permit term. The Division <br />believes this would be an appropriate section to specify the maximum acreage disturbed for each <br />phase of the mining operation and include information on the maximum projected disturbed acreage <br />for the permit term.
