Another treatment is still needed. <br />The Rail loop pond was dry and had a good stand of grass on the embankment and bottom of the pond. <br />Dry Creek was not flowing at the time of the inspection and appeared to have been dry for some time. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The TAHR was well maintained and graded. There was a higher than normal amount of traffic using the <br />haul road during the inspection. Trucks are hauling rock from the "red- rock" pit to a pre -law project at the Seneca II <br />Mine area. <br />All other roads at the load out have been reclaimed. <br />An old tire has been discarded along the north side of the TAHR (relatively near TAHRC -1). This trash needs to be <br />removed and disposed of <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The regraded areas at the former office and parking area are looking good, vegetation is becoming <br />established, and rills are not forming on the slopes. An annual wheat hybrid has established to act as a cover crop. <br />Perennial seeded species are showing evidence of emergence and establishment as well. <br />Regraded facilities area and coal stockpile areas are establishing a diverse stand of grasses, forbs and sagebrush. <br />Rills and gullies were not present. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover, Timing: <br />Interseeding and mowing efforts from Fall 2013 have appeared to have visible results. Although there is a <br />flush of prickly lettuce (Lactuca seriola), there is an apparent reduction in the previously dominant annual mustards <br />(Sysimbrium, etc). Vegetation establishment appears very good throughout, with occasional patches of Canada thistle <br />and Houndstongue. One large Dalmation toadflax plant was encountered in the area of the conveyor. This plant was <br />tagged with orange flagging, Early control may help keep this noxious species from getting established in the <br />reclamation. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil stockpile identification signs were visible on the topsoil stockpiles along the TAHR. <br />Weed control efforts conducted earlier in the season appear to be fairly effective controlling Whitetop.
