The weather was clear and dry, The site is a <br />reclaimed load out. The rail line, Tie - Across -Haul Road (TAHR), associated culverts, two sediment ponds, a septic <br />field, ground water monitoring wells, and a substation are the remaining structures at the site. The inspection <br />initialted at the Peabody Sage Creek Office on Routt County Road No. 27a, with a check of the HGLO records. <br />Upon starting the field portion of the inspection on the TAHR, a Colorado State Trooper followed the inspector <br />down the haul road. The trooper continued on after identifying the state vehicle. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were verified in the PSCM office. Records that require updates include: File April 2014, and June <br />2014 CDRMS inspection reports in the files cabinet. <br />Need to file 2013 Annual Impoundment Certifications. <br />Ground water sampled 5/6/2014. SAR was high for HGDAL3 @ 15.3. HGDAL4 was high @ 11.1 as well. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />HGT have completed repairs to culverts identified in the Division's April 2014 report. Ditches were in good <br />shape along the TAHR. TAHRC -2A had been damaged during the repairs to the side cutting of this culvert. (Photo <br />1) HGTI needs to repair the holes in the top of this culvert. <br />Truck loop Pond was holding a shallow pool of water. Cattails are establishing along the edge of the waterline. A <br />patch of Canada thistle is re- emerging on the southern bank of the truck loop pond.
