61 <br />each clump to serve as a wind break. Small species will be located in the <br />interior of the clump and on the eastern edge. The largest of the species <br />should also be present, but in fewer numbers, on the south border to provide <br />shaded resting areas for wildlife. Cottonwoods at pond 6 should be on the <br />south border. Species will be placed using sufficient numbers of each to <br />ensure that sufficient numbers of each species will survive. <br />Spacing and Numbers <br />One hundred (100) live transplants will be planted in each clump, allowing <br />each shrub to occupy an area of 100 square feet. This spacing should <br />reduce crowding and competition and allow for limited seeding of the <br />rangeland mix between shrubs transplant rows. <br />Success Enhancements <br />Each clump will be fenced with 400 feet of elk -proof fencing. Fencing will <br />remain until final bond release sampling is completed with certainty of <br />success. Weed matting shall be used. Transplants will be watered twice <br />during the first season of transplant. Seeding of the rangeland seed mix will <br />be done between the weed matting strips. <br />The Division has stipulated seeding windows (stipulation #23) for the New Elk <br />Mine. These windows are between August 15 to November 15, and April 1 to <br />May 15. NECC believes the optimum seeding time is between May 15 and June <br />1 just prior to summer thunderstorms. This is based on general observation, <br />Middle Fork flow patterns, and precipitation records of the New Elk Mine. The <br />operator requested and received approval from the Division to extend the spring <br />seeding window to June 1, rather than May 15. <br />Table 26, Rangeland Seed Mix, represents NECC's revised mix for the New Elk <br />Mine. NECC' s post mining land use for the New Elk mine is rangeland and wildlife <br />habitat. Wildlife habitat is divided into two habitat types, riparian and upland. The <br />basic rangeland mix will be used in all seeding's.
