July 9, 2014 C- 1981 - 046 /Sunlight Mine BFB <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The upper diversion ditch is blocked on the west side due to the slumping hillside above the ditch. A <br />small rill has formed where the clean water is forced down the face of the slope onto the upper bench area. This <br />ditch blockage has been reported in previous inspection reports (3/2012, 10/2011 and 4/2014). There are no <br />remaining funds in the reclamation bond to fix the clean water diversion ditch. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The upper, lower and scale area vegetation was measured during this inspection. Cover and production <br />data was collected along thirty random 10 meter transects. At each meter along each transect, 10 cover points <br />were measured for a total of 100 points per transect. The biomass of square meter was collected at 2 and 7 <br />meters along each transect for a total of 1 square meter per transect. At this time, the data has not been processed <br />for inclusion into this report. The data will be presented in the termination of jurisdiction findings at a later date. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The adit repair area was well vegetated. The sod clumps placed on the adit repair disturbance had re- <br />sprouted with grasses and forbs. Some annual species were present on the disturbed area but the majority of the <br />species were perennials (photo 1). The topsoil borrow area was also well vegetated (photo 3). <br />Some species on the Colorado Noxious Weed List were noted on the mine site during this inspection: absinth <br />wormwood (Artemisia absinthium), whitetop (Cardaria draba), houndstongue (Cynoglossum officinale), oxeye <br />daisy (Chrysanthemum leucanthemum), cheatgrass (Bromus tectorum) and bindweed (Convolvulus arvensis). <br />There are no funds remaining in the reclamation bond for the treatment of noxious weeds. <br />SUBSIDENCE — Rule 4.20: <br />There were no signs of subsidence (cracks, slumps etc.) in the area where the adit was repaired. The soil <br />appears to be stable and there was no evidence of erosion or rills. <br />SIGNS AND MARKERS — Rule 4.02: <br />The DRMS sign became loose in the soil during the last winter and was reset during this inspection. The <br />sign is located on the upper portal east side, is visible from the road and has all the required information (photo 4). <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 4 <br />
