Forrest Luke, TMI <br />Page 8 <br />7/29/2014 <br />proposed generic check dam sizing and spacing would be sufficient to keep velocities <br />between check dams at or below 5 fps. Please indicate which drainage channels will <br />be constructed, completed or reconstructed this permit term. Trapper must submit <br />detailed design information (discharge, flow depth, velocity, and channel lining) for <br />all of the postmining drainage channels to be constructed, completed, or <br />reconstructed during the current permit term. <br />Appendix A; Bond Estimate: <br />• Trapper's Response #2: Items #27 - 435 and item 438 were resolved within the Adequacy Review # <br />3 letter. <br />However, under Task 101, " Demolition Work" on page 248 of the bond estimate under the <br />"Demolish structures, remove materials and debris ", the "Warehouse concrete floor" cost needs to be <br />corrected. <br />In the "Dimension" column, the area of the floor is shown as 9,270 SF, and is the correct area, but <br />under the "Quantity" column it is shown as 92,700 SF which appears to be a typographical error. The <br />total cost ($291,634.20) however, is based on this area (92,700 SF) which is ten times the actual size <br />of the existing warehouse floor. <br />The adjusted cost should be $29,163.42 (i.e. 9,270 SF X $3.146 /SF). The difference in demolition <br />cost for this structure is $291,634.20 - $29,163.42 = $262,470.78 and therefore, should be deducted <br />from the Total Cost for Demolition (Task 101). <br />• Division's Response: Task LO 1, Demolition Work has been updated to account for this discrepancy. <br />Attached is an updated reclamation cost estimate. Based on this correction, the revised liability was <br />found to be $22,674,349.40. <br />2.05.3 Operations Plan — Permit Area <br />Based on Trapper's 2013 annual reclamation report, Trapper identified a discrepancy in the accounting of <br />cumulative disturbed acreage at the site. Based on this the Division conducted a review of the permit to <br />determine compliance with Rule 2.05.3(2)(a). Please address the following items: <br />Section 3.1.4.1 of the permit discusses the mining sequence. Map M4, M10A and M10B depict <br />the disturbance area boundaries for the next permit term. Rule 2.05.3(2)(a) requires the <br />maximum acreage proposed for each phase of the operations within the permit area be specified. <br />For each pit area that has been disturbed and is proposed to be disturbed, please indicate the total <br />area that has been disturbed and the maximum area to be disturbed during the 2013 -2017 permit <br />term. <br />
