July 14, 2014 C- 1994- 082/Yoast Mine JHB
The eastern end of Drainage YPM -9 is still damaged and requires repair. This spot was also identified by SCC in
the 2014 Rill & Gully map. SCC has been allotting limited maintenance crews to problems at another Seneca Coal
Company Mine, and stated that they will move oto the Yoast maintenance items before too much longer.
Pond l la was holding water well below the discharge elevation on the riser. No significant problems were
identified with Pond I IA other than the need to repair the inlet with YPM -9 as mentioned previously.
The drainage east of Pond I IA was walked part way to Pond 11. Previous repairs: rock check dam and "logjams"
appear to be holding up well. No signs of additional wash outs were observed. (Photo)
Stock tank ST -1 was holding a pool of slightly cloudy water, but it was not discharging.
Piezometers on the east side of Pond 13 slide area appeared intact. Ponds 13 and 14 looked fine. Pond 12A
looked good.
Drainages YPM 3 -2 and YPM 14 were in good repair. No maintenace concerns were identified in these two
drainages.
Pond 12 was discharging. There was a muskrat swimming in Pond 12. SCC needs to monitor this pond for
borrows. Mule deer were grazing east of Pond 12. There is a healthy patch of Canada thistle on the northern
inslope of Pond 12.
ROADS — Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4. 03. 1(5) and (6)/4.03.2(5) and (6)
Reclamation 4.03.1(7)/4.03.2(7):
The main access road from RCR No. 27 is in good repair and has been graded. SCC continues to conduct
gully repair along this road. Several of the previously identified gullies have been adequately repaired. Several
piles of rock remain along the roadway. SCC personnel stated that they were continuing this work as resources
area available.
Reclaimed Haul road "D" was walked. The vegetation along this reclaimed road is well established. Few
noxious weeds were evident other than some houndstonue and small patches of thistles. The thistles were more
concentrated in an area that had undergone approximatley 3 feet of settling. This settlement area had a scarp
approximatley 5 -6 feet.. The area of the scarp was not eroding significantly and appeared stable.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
There is damage to the gate on the elk fence on thewest side of SP05 -1. Adult elk and deer could jump in.
There did not appear to have been significant browsing of the tree and shrub species, if at all.
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: I
Page 3 of 8
