The inspection initiated with verification of <br />mine records on 7/14/2014. The mine is a reclaimed surface mine. As such, no mine facilities or personnel <br />remain on the Yoast Mine site. Mine records are stored and maintained at the Peabody Sage Creek Mine office on <br />Routt County Road No. 27A. <br />Weather was cloudy and warm, with thunderstorms developing in the afternoon of 7/15. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were verified at the Peabody Sage Creek Mine office. Records form accompanies this inspection. <br />FISH and WILDLIFE — Rule 4.18: <br />A herd of four Pronghorn antelope were observed along the Yeast access road, north of Pond 10. <br />A Swainson's hawk was circling over Pond 10. A Sandhill crane was heard north of Pond 12. <br />Mule deer were observed grazing near Pond 12. Muskrat in Pond 12, SCC needs to check Pond 12 to assure no <br />borrows are compromising the function of this pond. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 10 was discharging. Effluent was clear and measured <0.01 on the staff gauge. the flume and staff <br />gauge has algal build up, resulting in the flow measurement to be somewhat estimated. Flow is very low. <br />Culvert Y132 inlet needs sediment and rock cleared.
