July 16, 2014 C- 1982 - 057 /Seneca 11-W Mine JHB
on this stock tank is still sparse. Vegetation needs to become better established on this stock tank.
Stock tank STPM3 3 was dry, both risers were disconnected. The lower discharge pipe was partially covered by
sediment.
SCC has been repairing the gullies that have formed at PM -4D and in the drainage below Culvert PM -10. At the
time the inspector reached the repair area, the excavator had broken down and was leaking hydraulic fluid.
Repairs to PM -4D had progressed. SCC had removed the damaged erosion fabric. (Photo) And will need to
remove the fabric from the site. The gully had been graded to allow for gentler sides. Large rock had been keyed
into the drainage and smaller rip -rap placed on top. SCC has re- disturbed as little additional slope as possible
while allowing for safe equipment access. Additional rip -rap has been placed in the drainage below Culvert PM-
10. Repairs are going well, but were not completed at the time of the inspection.
PM -11 culvert has been replaced with an 18" diameter culvert. This 18" diameter is larger than the design. The
culvert outlet has also been extended further downslope.
PM -4A and PM4 -B are fine. Additional furrows were added to the PM -413 drainage to assure runoff is directed to
the rip- rapped drainage. This repair is acceptable.
Culvert K -3 outlet still needs sediment clean out.
Pond 17 access road repairs are almost complete. SCC installed two French drains across the road where the
drainage from the slump concentrates. The southern French drain also has a 12" diameter plastic pipe to direct
flow through. This seep was flowing at a trickle during the inspection. SCC has a 20" diameter culvert on site to
replace Culvert PM -18.
Silt fences have been cleaned along the culvert outlets on Road J. Silt fencing has been removed and rock traps
have been constructed (photo) in the same configuration as the silt fencing. Sediment from these silt traps have
been cleaned out and removed as well.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
SCC's vegetation sampling consultant was on site and had been conducting vegetation sampling in areas
of the SIIW mine. The sampling crew was leaving the site as the inspector was entering the site. The inspector
was unable to observe the vegetation sampling efforts. The inspector spoke to the Consultant by phone to confirm
that sampling efforts were being conducted in accordance with the approved permit.
REVEGETATION — Rule 4.15
Vegetative Cover; Timing:
Based on Canada thistle mortality along drainage PM3, earlier weed control efforts are proving effective.
There are still individual healthy Bull thistle plants along this drainage.
Number of Partial Inspection this Fiscal Year: I
Number of Complete Inspections this Fiscal Year: 0
Page 3 of 6
