Water, air and soil will not be altered by the mining activity. Here is no water present in the
proposed mining area. The air quality will not be damaged or permanently altered. The soil, which
consists of rock outcropping, will consist of fragmented rock when rehabilitated. Compliance with
Rule 6.
6. 1.Grading shall be done to incorporate a varied topography with a maximum slop of 2H: 1V
which will enhance the area's use as wildlife habitat and blend in to the surrounding terrain. An
example of these is shown in the attached map.Although the final reclaimed contours may not be
exactly as the map shows, the overall grading plan will comply with the following provisions.
a. Backfilling or grading overburden in the affected area will be accomplished with
loaders, trucks, dozers, or scrapers. The material will be well shot sandstone which is typically-
24 inch rock. This material will have enough fines to support plant growth and enough larger
rock to maintain erosional stability. The sandstone over burden is non-toxic and thus leaching of
toxic material will not happen.
b. Grading inside and outside of the quarrying are as steep as 2H: 1V will be done on no
more than 30%of the Total Bonded Acreage. The remainder of the area will have less steep slopes,
some relatively flat areas and up to 15%of the areas may be reclaimed as small canyons or steep
sided gullies with rock walls and talus slopes. To maintain diversity, no more than 60%of the area
will have slopes that are 4H: 1V or shallower.Areas outside the affected land will not be exposed to
slides or other damage.
c. Highwalls and cliffs will be stabilized and will not exceed 10%of the total area and will
be left to resemble the existing hogback formations.
2. a. Disturbance to the prevailing hydrologic balance of the affected land and of the
surrounding area is not expected to occur.
b.Water will not be impounded.
3. a.Wildlife in the area will not be substantially adversely affected by the mining and
reclamation activity. The mining operation has been continuous for the past 70 years and what
limited wildlife is in the area has adapted to the mining activity. There are no known species which
require special consideration in the area.
b.The reclamation shall provide improvement of wildlife habitat as the sandstone
overburden will provide a much better base for vegetation growth than the barren rock outcropping
now existing. The talus slopes, highwalls, gullies and varied terrain will also help improve the overall
habitat and promote a diverse wildlife population.
c. Backfilling will be carried on continuously as part of the overall mining plan.Sloping
and grading will be accomplished as soon as possible when access across the area is no longer
required.
Exhibit E-Reclamation Plan
1998 Clarification
E-2
