Exhibit C - Mining Plan <br /> The mining operation will consist of a gravel mining and crushing operation. Material will be extracted <br /> using loaders, dozers, and or trackhoe heavy machinery. The material will be processed through the <br /> crusher and stockpiled until it can be hauled away. The operation will be staffed by 2-3 employees, <br /> operating equipment associated with gravel crushing including, but not limited to loaders, backhoes, <br /> dozers,trackhoes,gravel crusher, conveyers, etc... Operating hours will be limited to 6am to 4pm, Mon- <br /> Fri. Material will be hauled using ten wheel dump trucks and 18 wheel belly dump trucks along existing <br /> forest service roads <br /> Mining will be done in two phases. Phase 1 will advance approximately 400' to the west from the <br /> elevation of 8618' on the west limit of phase 1. Slopes will be mined to a 2:1 (horizontal: vertical). The <br /> pit floor will be about 200' in width and have a general 3%slope to the east. The estimated volume of <br /> gravel obtained from phase 1 is 12,200 cubic yards. The total disturbance area of phase one is <br /> estimated at 2.0 acres. Topsoil and overburden will be stockpiled to the south east of the site. Based on <br /> test holes and site contours the amount of overburden is estimated at 17,000 cubic yards. 10,000 cubic <br /> yards will be used in reclamation of the slopes, and the remaining will be spread over the disturbed <br /> area. This is a rough estimate, in the event the actual amount of overburden is found to be significantly <br /> different technical revisions will be submitted. The stockpile will have slopes flat enough to <br /> accommodate mowing machinery. It will be seeded at the end of each yearly construction disturbance <br /> to prevent erosion. However, during the first year of operation (presumably 2014) the seeding of <br /> topsoil will be delayed until spring of 2015. Spraying of noxious weeds will be done in accordance with <br /> Routt County's weed spraying program. The topsoil stockpile will be surrounded by silt fence and or <br /> wattles. The mining perimeter will be ditched with check dams installed to control storm water runoff. <br /> Phase 2 will continue mining to the north and west from phase 1. It will also be mined at 2:1 slopes to <br /> maximize gravel production. Phase 2 is expected to produce 35,125 cubic yards. The total disturbed <br /> area in phase 2 will be 4.0 acres. A fence will be installed around the perimeter that will encompass <br /> about 6.15 acres. The total amount of gravel mined in both phases is estimated at 47,325 cubic yards. <br /> This will be done over an expected life of the mine of 10 years. <br /> At the completion of mining the slopes to the north and west will be reclaimed to a slope of 4:1 <br /> (horizontal:vertical). The overburden and topsoil will be taken from the existing stockpile to the <br /> southwest of the site. The remaining pit floor will have a 5%slope and flow to the east. The area will be <br /> reseeded with a mixture of native grasses. <br />
