PERMIT#: M-1993-035
INSPECTOR'S INITIALS: ECS
INSPECTION DATE:July 17,2014
OBSERVATIONS
This was a routine monitoring inspection of the Swan River Resource 112c permit conducted by Eric Scott of
DRMS. Due to a schedule conflict with Summit County representative Brian Lorch, DRMS conducted the
inspection without the permittee present. This site is a 162 acre active 112c permit located along the Swan
River approximately 6 miles east of Breckenridge on Hwy 6. This site is primarily a historic dredge spoil
(cobble) removal project. Mining activity at this site consisted of removing the historic dredge cobble and
leveling the site without exposing the shallow groundwater near the Swan River, although no active mining is
taking place at this time. Reclamation appears to be underway on at least a portion of the site, and all or a
portion of the site may be reclaimed in association with a Swan River reconstruction/restoration project that is
intended to rebuild the riparian habitat and river channel through the area and repair the damage done by
historic dredge mining activity. Although the Division fully supports this habitat restoration, technical
revisions to the reclamation plan may need to be submitted to the Division for approval to reflect in the
permit any changes to the currently approved reclamation plan. In addition, even though no mining activity is
currently taking place in the permit area, the permit boundary still needs to be clearly marked.
No issues other than the lack of identifiable boundary markers were noted. The corrective action date set at
this time for the resolution of all possible problems/violations noted is August 29, 2014.
For future reference, the map submitted with the annual report should show the permit boundary, and have
the name and permit number on it, in addition to any other required information. Maps submitted without
this information may not be accepted in the future.
