Sediment should be removed from <br />behind the wattles, and the silt fence is sagging. More wattles are needed on both sides of the apron to limit the <br />sediment loading onto the apron. <br />The portion of Newlin Creek where a landowner has indicated that there is a losing reach due to subsidence was <br />inspected for cracks or other indications of mining impacts. No impacts were seen. There was not enough soil <br />moisture for the inspector to look for losses in the creek. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The north side of the RDA was inspected by foot; no rills were seen. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads to the facilities area and the RDA were in acceptable shape. Near the portal gate, sediment has <br />washed onto the road. The source of this sediment does not appear to be the Southfield Mine but rather the gullies <br />on the GEC Mine, which is adjacent to this road. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The portal area, including the area around the truck tunnel, was in good shape; no erosion or large weed <br />patches were observed. However, cheat grass was observed near the gravel lot. Also, the Pond 3 reclamation area <br />was inspected and no problems were seen other than a small amount of trash (tripod and piece of plastic). <br />The area near Newlin Creek where subsidence cracks were repaired and an historical topsoil pile was used to fill <br />the holes (upstream of the Thompson driveway) has seen moderate success with re- vegetation. Bare spots and <br />weeds (cheat grass, Mullen, cranesbill) are still present. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The vegetation on the north side of the RDA (especially the western portion of this side) was inspected. <br />One species of grass appears to dominate all other grasses. The Division is still researching the species of this <br />grass. <br />SUBSIDENCE — Rule 4.20: <br />The area near Newlin Creek where subsidence cracks were repaired was inspected.
