The weather was warm and clear in <br />the morning, but a threat of severe storms was present by the early afternoon. The ground was dry over all of the <br />mine site and loadout. There was no EFCI representative present during the inspection at the mine site or the <br />loadout. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The two ponds at the mine site, Pond 4 and Pond 5, were dry, except for a puddle near the inlets in Pond 5. <br />Neither of these ponds was discharging. At the loadout, ponds L- I and L -2 were dry at the time of the inspection. <br />No major problems were found with embankments, flumes, or spillways. The emergency spillway pipes for Pond <br />4 contain a small amount of sediment. On the pond side of the embankment for Pond 5, the repaired rill near the <br />spillways is remaining stable. Significant riparian vegetation was seen in the bottom of Ponds 4, 5, and L2. The <br />Pond L primary spillway is filled with tumbleweeds that should be removed, and, based on previous inspections, <br />may need sediment removal also. <br />No problems were seen with the culverts that drain into Pond 5. <br />The Magpie Diversion Ditch was inspected, and no problems were seen. <br />The erosion control BMPs near the gravel parking lot in the portal area need maintenance, namely, the sediment <br />should be removed so that it is not up to the top of the wattle (some sediment can be left to fill the rills). Several <br />rills are undercutting the wattles, and more wattles or erosion mats should be installed in this area to prevent <br />sediment from being transported onto the gravel lot. <br />The BMPs at the northwest corner of the truck tunnel need to be maintained and more should be added.
