Mr. Michael Boulay <br />July 15, 2014 <br />Page 2 <br />Inspection Report Observations /Response <br />Within the Division's June 3, 2014 inspection report, ground conditions of both ditches were <br />documented and referenced against the as -built information in the approved Appendix 2.05.3(4) -7. Tri - <br />State is providing the following information to further clarify the items listed in the inspection report. <br />• Inspection Report Page 3 Paragraph 3 "...the ditches are reported in the as -built information as <br />triangular in geometry." <br />o Appendix 2.05.3(4) -7 page 1 paragraph 2 states "During construction of the ditches, it <br />was determined that roughly triangular ditches could be built that convey ..." Tri -State <br />maintains that the ditches as constructed are roughly triangular in shape. Tri -State will <br />submit a technical revision to include a map showing the geometry of each of the ditch <br />segments from the original as -built survey as well as the area where the fabric liner has <br />been installed. <br />Inspection Report Page 3 paragraph 4 "...According to as -built documentation, Segment 1 and 3 <br />are armored with 3 inch and 6 inch rip -rap respectively." <br />o In Table 2.05.3(4) -7 -2 NHN Ditch Capacity Demonstrations these segments of the West <br />Ditch show the SEDCAD lining recommendation of 3" and 6" rip -rap respectively. <br />However, as noted in the inspection report and in the footnotes of the table, the Geoweb <br />was installed in these areas. The Geoweb material is intended to be filled with 3" minus <br />gravel and perform as 3" to 6" rip -rap. These installation details are depicted on Figure <br />2.05.3(4) -7 -1. The inspection report also states that the Geoweb material contained <br />"...a course gravel ranging from 1 to 3 inches." This is true for the rip -rap sections of <br />the East Ditch as well which were noted in the inspection report as containing no 3" or <br />6" rip -rap. <br />Inspection Report Page 4 Paragraph 1 "For segments that were earthen or armored, the <br />geometry of the channel was more trapezoidal in the West Ditches with a flat bottom as opposed <br />to triangular..." <br />o On Table 2.05.3(4) -7 -2 it is stated that the channels are roughly triangular. The areas <br />where Geoweb material and riprap were installed, the channel was a little more <br />trapezoidal to allow for the Geoweb installation. Additionally, during the adequacy <br />review of the as -built submittal in the TR -04 application, WFC provided as -built <br />dimensions and configurations in Table 2.05.3(4) -7 -2 which were subsequently <br />accepted and approved by the Division. <br />Inspection Report Page 4 Paragraph 1 "The as -built information reports widths that range from <br />3' to 17' which also conflicts with what was present on the ground." <br />o Table 2.05.3(4) -7 -2 does show channel widths. However, the 3' widths shown are not <br />for the channel, but are for the half culvert entrances to Pond NHN -001 and are labeled <br />as such on the table.
