("Holcim") in <br /> accordance with C.R.S. § 37-92-308(5). The $300 fee has been submitted and given receipt no. <br /> 36533088. <br /> Plan Operation <br /> Holcim's Portland Plant manufactures Portland cement, which involves quarrying of raw <br /> materials such as limestone and silica, grinding, pyro-processing, and storing and shipping <br /> activities. The Portland Plant uses raw materials obtained from the Holcim Quarry, which <br /> operates under the Division of Reclamation, Mining and Safety (DRMS) Permit No. M-1977-344 <br /> and is the subject of this SWSP request. Depletions of groundwater within the mining boundary <br /> consist of evaporation of the exposed groundwater pits, water pumped from the pits for dust <br /> suppression, and water removed with the mined product. Replacement water will besupplied <br /> from a lease with the Upper Arkansas Water Conservancy District (submitted with the SWSP). <br /> The lease is a one-year lease for 150 AF of fully consumable water. Groundwater depletions <br /> from the original Portland Quarry Pond (aka "Duck Pond") are being replaced by the water right <br /> decreed in Case No. 92CW35, and are not part of this SWSP. However, the depletions from the <br /> Duck Pond will not consume the entire amount of the changed Porter Ditch right due to a <br /> decreased surface area. Therefore, the remainder of the changed Porter Ditch water right is <br /> proposed for replacement of evaporative losses for the Holcim's other ponds. <br /> In accordance with the letter dated April 30, 2010 from the Colorado Division of <br /> Reclamation, Mining, and Safety ("DRMS"),all sand and gravel mining operators must <br /> comply with the requirements of the Colorado Reclamation Act and the Mineral Rules and <br /> Regulations for the protection of water resources.
