12 inches, while the rest of the high altitude rangeland requires 6 inches. The only topsoil <br />available on site is assumed to be 5 inches over the Atlas waste pile footprint of 4.53 acres. <br />This is a quantity of 3045 cy. Since the site will be able to import topsoil over the life of the <br />mine and it is expected that the required amount will be imported over the initial 4 years <br />of operation, the bond should not be based on filling 12 inches over the full area of the <br />waste piles. Topsoil will be imported as waste is placed, therefore, the worst case is based <br />on covering the entire disturbed area with 6 inches of topsoil once the Atlas tailings /waste <br />area is fully disturbed. The operator will document the importation of topsoil in the <br />Annual Reports to the Division. <br />• All topsoil areas will need to be seeded and mulched. <br />• The underground storage portals and mill portal will have to be backfilled with an MSHA <br />seal, and a bat gate will be installed on the Revenue tunnel portal. <br />• All chemicals used in the mill will be removed and properly disposed of off -site. <br />• The Filter Building is new and made of substantial concrete construction. It will remain and <br />be used for storage of equipment, bobcat, weed spray tools, weed spray chemicals, <br />erosion protection items, etc. This area of the site is designated for commercial use. <br />• The dry /office building is new and will remain after reclamation for storage of small <br />equipment, fertilizer, weed spray equipment, etc. This area of the site is designated for <br />commercial use. <br />• The access road and its associated gabion retaining wall will remain for site access after <br />reclamation. <br />• The half - culvert ditches will be removed using large equipment (e.g. 966 loader), flatbed <br />truck, and 2 personnel.
