2.05 APPLICATION FOR PERMIT FOR SURFACE OR <br />MINIMUM REQUIREMENTS FOR OPERATION AND <br />MINING ACTIVITIES - <br />PLANS. <br />EAST MINE FACILITIES <br />The following description of mine facilities begins at the <br />uppermost bench and moves down through the facility to the train <br />loadout as if following the flow of the coal. Refer to Map 8-1 <br />for former location of all buildings. <br />At the uppermost bench (elevation of 7,421 feet), there are two <br />thirty-foot diameter, 290-foot deep air shafts. They were <br />constructed in 1976-77 using conventional drilling and blasting <br />techniques. The west shaft provided fresh intake air. The air <br />was exhausted through two axial vane fans constructed on the <br />east shaft. Due to the June 1, 1986, mine fire, these intake <br />and exhaust shafts were sealed. The existing fans were removed. <br />(See Section 2.05.4(2)(gJ for information on abandonment of the <br />shafts.) <br />Also located on this bench are a 300,000 gallon and a 100,000 <br />gallon water storage tanks. They were constructed using a <br />conventional welded steel plate technique and are atop a <br />reinforced concrete foundation mat. They provided water for <br />fire fighting, underground water needs, shower, sanitary, and <br />domestic needs of the office, shop, and warehouse facilities.. A <br />water supply pipeline has been constructed to connect these <br />tanks with the Steven's Gulch well field. The pipeline is <br />constructed using 9" diameter pipe. A buried 7.2 KV power line <br />parallels the pipeline. Overhead support structures carry the <br />line to the tanks at the fan level. These tanks, pipeline and <br />power supply remain in place. This is a portion of the Pitkin <br />Mesa Pipeline system. The well field is powered by the buried <br />cable. This system will not be reclaimed until alternate <br />arrangements can be made for the Pitkin Mesa Pipleline and the <br />power supply of the Stevens Gulch well field. <br />Two mine access portals were constructed at an elevation of <br />7,170 feet, on the portal level. They utilize corrugated steel <br />tunnel liners and concrete structures. These portals were <br />backfilled during 2001. <br />The east portal bench level, elevation 7,170 feet, were used <br />exclusively for labor, equipment and material ingress and egress <br />and for the conveyance of coal. Both portals were sealed after <br />the 1986 mine fire but were xe-opened to establish the North <br />Mains by-pass in 1993. The portal bench itself remains with <br />concrete building foundations and access to the sealed mine <br />portals. <br />A rock dust storage bin was also located at this level. The <br />rock dust storage bin was relocated to another associated mine <br />in early 1998. <br />A storage tank containing a magnesium chloride solution was <br />located adjacent to the main access portal.
