Stover & Associates, on behalf of BRL, initially consulted with the Division to determine <br />whether approval to expand Pond D could be gained prior to submittal of a larger plan to <br />expand Gob Pile #2 and redesign the surface water control of the pile. The Division agreed <br />that enlarging the pond, in and of itself, would not require review of the design for the overall <br />surface water control plan. BRL has since clarified that removal of Culvert C -F4 would be <br />proposed under TR -87, and has provided review copies of the revised design information for <br />Culvert C -G3, Ditch D -D3, and Pond D. The review materials indicate that Pond D will have a <br />revised capacity of 1.85 ac ft; the 10 yr -24 hr and 25 yr -24 hr events, respectively, will generate <br />1.00 and 1.29 ac ft of runoff. The three year sediment volume for the 10 yr -24 hr event is <br />estimated at 0.06 ac ft, for a total capacity requirement of 1.06/1.35 ac ft. Review copies of <br />the proposed emergency spillway indicate that the spillway as proposed will safely convey the <br />25 year — 24 hour storm event. The Division will, however, review the plan in detail when BRL <br />submits its larger proposal, and may have additional comments at that time. <br />6. Item resolved; BRL has indicated that Culvert G2 will be relocated. <br />7. Item resolved; DRMS question was in error. <br />8. a. Item resolved; BRL provided the requested volume and storage information. <br />b. Item resolved; BRL revised its reclamation cost estimate accordingly. <br />c. BRL still includes a credit for the replacement of Culvert C -G2, based on replacing an 18" <br />culvert with a 12" culvert. The currently approved estimate (Task 165 o f DRMS estimate) <br />is based on a 12" x 40' culvert, so credit for replacement would not be appropriate. There <br />should be no change in the cost to remove culvert C -G2. <br />d.
