Mine Site Inspection <br />Mine Name: Bowie No. 1 <br />Pe rmittee: Bowie Resources, LLC <br />Permit ID #: C- 1981 -038 <br />Inspection Date: 5/20/2014 <br />Inspection Type: Coal Partial/Topic Specific -Coal Mine Waste Banks (No operator <br />present) <br />Weather Conditions: Sunny /Clear/Dry /70 degrees <br />Participants: <br />Spencer Shumate, Office of Surface Mining Reclamation and Enforcement (OSMRE) <br />#545 <br />Jeremy Spangler, (OSMRE) <br />Marcia Talvitie, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Sandy Brown, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Susan Burgmaier, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Coal Mine Waste (Rules 4.10 and 4.11) <br />The Bowie #1 East Mine is an active non - producing mine site and is in full reclamation phases. <br />There are two locations that were permitted for coal mine refuse areas and are identified as the <br />"New" and "Old" waste disposal areas. The "New" disposal area was designed and constructed <br />in the early 1980's and the "Old" disposal area was constructed in the late 1970's, making this a <br />pre -law disposal area. <br />"New " West Ridge Disposal Area <br />This coal refuse pile was very well vegetated and no visual observations of the overall stability <br />were noted at the time of inspection. Slope measurements were recorded in several locations to <br />ensure that the constructed refuse pile is within the maximum allowable slope of 2:1 (50 %). <br />Each measurement was confirmed to be within the approved range. Significant areas of Thistle <br />and whitetop were present during our inspection. Mitigation for weed control will need to be <br />scheduled. <br />The West Ridge drainage was inspected for stability and to determine if adequate armoring was <br />in place due to the steep slope the drainage was constructed on. There were no stability or other <br />problems identified. The drainage appeared to be in great shape and functioning as designed. <br />West Ridge Sediment Ponds ( 91 -4) <br />All ponds were dry, stable and no problems were noted, with the exception of the following: <br />• It is evident that the outflow or discharge side of Pond #2 has ponded water in the past <br />due to overgrowth of vegetation, thus preventing any positive flow towards Pond #3. <br />• It is evident that the outflow or discharge side of this Pond #3 has ponded water in the <br />past due to overgrowth of vegetation, thus preventing any positive flow towards Pond #4. <br />• The drainage midway between Pond #3 and Pond #4 will not be possible in the event of <br />any precipitation.
