Mine Site Inspection <br />Min Name: New Horizon North <br />Pe rr ittee: Western Fuels, LLC <br />Permit ID # C- 2010 -089 <br />Inspection Date: June 03, 2014 Start Time: 9:50 a.m. End Time: 3:45 p.m. <br />Weather Conditions: Slight Overcast, warm (65 degrees) and dry <br />Participants: <br />Mike Boulay, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Frank Ferris, New Horizon Mine North - Western Fuels LLC <br />Tom Medlin, Office of Surface Mining Reclamation and Enforcement (OSMRE) <br />Spencer Shumate, OSMRE Badge #545 <br />Field Evaluation <br />This was a complete oversight inspection. New Horizon North is a new federal surface coal mine with <br />truck - shovel operations that began in mid -2013. At the time of this inspection, mining operations were <br />working through the first box cut and preparing to advance the pit from south to north. <br />Backfilling and Grading (Rule 4.14): <br />Active reclamation was underway at the time of inspection. A 100 ton end -dump truck and a crawler <br />dozer were backfilling the pit area. <br />Roads (Rule 4.03): <br />All roads were in good shape and well maintained. Adequate crowns on haul roads were sloped <br />positively to ensure proper drainage. Roadside drainages were generally in good shape. Water trucks <br />were active spraying water to keep dust down at the time of inspection. <br />Coal Mine Waste (Rules 4.10 and 4.11): <br />Coal processing facilities are not present nor are any proposed at the NHN mine area. All of the coal is <br />transported to the power station by a transportation contractor. Any reject rock from a rotary breaker <br />at the power plant may be transported back to the mine site and deposited in the pit at least 10' below <br />the subsoil level. Non -coal wastes will be periodically transported to the county landfill. <br />Hydrology (Rule 4.05): <br />The approved permit specifies three drainage ditches for the permit area (NHN -001 East and West, the <br />NHN -002 North and South, and the NHN -003 North and South). In addition to these drainages, the <br />per it specifies three sedimentation ponds that each drainage reports to accordingly (Sediment Pond <br />NH1 1, -2, and -3). However, since the NHN -1 drainage is in the initial phases of construction, drainage <br />ditch NHN -1 East and West and Sediment Pond NHN -1 are the only hydrologic control features currently <br />in place. The remaining hydrologic control features will be constructed as mining advances from south <br />to north. <br />NHN -1 Drainage <br />Inspection of the NHN -1 drainage confirmed that it was stable and protected with a small rock material <br />(1 "- 5 ") in areas where slope would need additional armoring as determined by the Arcadis <br />engineering report during design. In addition, a product called Geoweb (GW30V) is used for armoring. <br />
