June 17, 2014C-1982-057/Seneca II-W MineJHB <br />established. Maintenanceitems primarily consist of weed control, rill & gully repair, culvert cleanout,and <br />drainage maintenance. Drainage PM-4D, and the drainage from PM-10 to Pond 015 will require re-evaluationof <br />design and significant repair. A revision to the permit regarding stabilization measures may be necessary. <br />REVEGETATION –Rule 4.15 <br />Vegetative Cover; Timing: <br />Area adjacent to drainage repairs at PM-1-1 that were redisturbed during repairs, and no additional topsoil <br />replaced, are showing emergence of weedy species. Annual and biennials should die out in subsequent years, but <br />noxious species, as defined by Colorado Department of Agriculture Noxious Weed Act need to be managed before <br />these patches proliferate. One Canada thistle patch that was establishing was located alongside PM1-A between <br />check dams PM1-2 and PM1-3. <br />Vegetation throughout the reclaimed mine site is healthy and diverse. Some areas have patches of noxious weeds, <br />primarily Whitetop, Canada thistle, Houndstongue, and occasional Dalmation toadflax. Discussion with SCC <br />personnel finds that weed control measures have been initiated, but weed control efforts need to continue. <br />Shrub exclosuresseemto exhibit healthy establishment of tree and shrub species.Aspen look very healthy in the <br />southernexpansion area shrub exclosures(Photo 13). <br />SLIDES and DAMAGE -Rule 4.12: <br />There is a small slump located south west of Stock tank PM-2A-3. This slump extendsapproximately 80 <br />feet. It has not damaged thePM-2A drainage. There were signs that elk bed down on this slump. A few weedy <br />species were noted at the edges of the slump, but the surface maintained a healthy vegetative community. <br />Gully repairs SCC conducted in 2013 in reclamation parcel 2005-11 look good and are holding up well. <br />A gully identified in October 2013 inspection report was not shown on the rill and gully survey map for 2014. <br />This gully is immediately south of an undisturbed block, and north of PM-2C drainage and the unnamed drainage <br />north of PM-2C. This gully initiates just to the west of the ridgeline access road and is downcut greater than 2 <br />feet deep. <br />Shrub exclosure upslope of stock tank T-26 has a fabric reinforced drainage running through it. This fabric has <br />been undercut and the drainage appears to be eroding under the fabric(photo 20). Repairs to this drainage are <br />needed. It appears that repairs could be implemented at the head of this drainage, without needing to tear up the <br />drainage within the exclosure. <br />Fencing west of culvert PM-4D is flattened. PM-4D erosion control fabric is undercut the majority of the length <br />of the drainage. An effective drainage control is needed in this location(Photo 24 and Photo 27). <br />Culvert PM14 outlet: riprap at the outlet of this culvert needs to be blended into the slope so runoff can enter <br />Gulch 006 drainage. Currently, the riprap is significantly higher thanthe surrounding slope.
