3.1.9 - Topsoiling <br /> (1) Topsoil will be stockpiled in close proximity to the mine areas in order to shorten haul <br /> distances to and from the areas that were stripped. Once the topsoil has been removed and <br /> segregated from the other spoil or product, it will be saved for replacement. If the duration <br /> before use exceeds one full growing cycle, the topsoil stockpiles will be seeded with a <br /> western wheatgrass to control erosion. <br /> (2) Mining on the affected lands will disturb slight to no woody vegetation. However, if any <br /> volumes of woody vegetation are produced, they will be properly placed in areas segregated <br /> from the topsoil stockpiles and used in conjunction with the reclamation. <br /> (3) Stockpiles will be configured to minimize erosion and will be located in areas where <br /> disturbance by ongoing mining operations will be minimized. As stated in 3.1 .9 topsoiling (1) <br /> above, if necessary, stockpiles will be seeded for the purpose of stabilization. <br /> (4) It is planned to locate topsoil stockpiles so material will only have to be handled one time. <br /> No relocation of topsoil is proposed. <br /> (5) The operator will take measures to assure the stability of replaced topsoil on graded <br /> slopes by roughing the subgrade to gain a mechanical bond to the topsoil being replaced. <br /> This should insure the elimination of any slippage zones. <br /> (6) It is the operator/applicant and landowner opinion that the topsoil present on site is <br /> adequate to establish the seed mix recommended by the NRCS. No replacement topsoil is <br /> planned to be imported for reclamation. <br /> (7) Fertilization: As per NRCS recommendation. (Pounds actual available nutrient per acre <br /> recommended) as follows: Nitrogen (N2); 0 pounds per acre, Phosphorus (P2O5): 0 pounds <br /> per acre, Potassium (K): 0.
