June 25, 2014 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Sediment Pond No. 2 was holding about six inches of water and was not discharging. The side slopes of the pond <br />were stable and vegetated. The inlets were clear and functional. <br />The north perimeter ditch was clear and functional. <br />The Dugout Pond was dry and the slopes of the pond were stable and vegetated. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />The Operator was cleaning out the side ditches of the haul road. The haul roads were graded and stable. <br />REVEGETATION — Rule 4.15; Vegetative Cover; Timing: <br />Reclamation areas 31, 30 and 29 were observed. These areas have been seeded and native vegetation has <br />established in these parcels. Large bunches of native grass has established in Area 31 and dispersed bunches of <br />Cheatgrass has also begun to establish in this parcel. Area 30 also has large bunches of native grass establishing <br />throughout the parcel; however, Cheatgrass has developed into a thick understory. Area 29 has a greater number <br />of bare areas than the other reclamation parcels and the native vegetation is not as thick or large. Throughout all <br />of the revegetated areas and the surrounding un- affected land Prickly Lettuce is very densely established. <br />Area 25 continues to pose challenges. The area is primarily vegetated with annual forbs and grasses. However, <br />native species have germinated in this area and the Operator recently mowed the area which removed a large <br />amount of biomass of annual species inhibiting the development of the native species. <br />TOPSOIL — Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsand Piles A -1, B -1 and A -3 were observed. These piles were vegetated and stable. The Operator has <br />excavated topsand from piles A -1 and B -1 recently. The excavated area has been graded and appear stable. <br />Top sand has been applied to portions of reclamation parcel 32. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 7 <br />
