June 16, 2014 C- 1992- 081/Hayden Gulch Loadout JHB <br />TAHRC -7 has been reinforced with rip -rap and runoff is no longer side cutting along the outside of the culvert.. <br />This repair is acceptable. <br />TAHRC -12 is in good repair. <br />Culvert maintenance items identified in the DRMS inspection report, dated 4/21/2014, have been appropriately <br />addressed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The reclaimed areas appear stable and not showing evidence of rilling or gullying. Gullies that had begun <br />to form on areas along the TAHR, have been repaired. A perennial community of rangeland species that will <br />support the postmining land use of Rangeland and pastureland is becoming established. Some weed control <br />efforts are needed. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The regraded office area was seeded in the spring 2014. Emergence of perennial grasses and some forbs <br />could be noted. Some annual volunteer species are present as well. Noxious species do not appear to be <br />establishing on this recently reseeded area at this time. <br />HGTI mowed standing vegetation and conducted limited interseeding during Fall 2013 on the reclaimed facilities <br />area. Healthy perennial vegetation is establishing in the reclaimed facilities area. Lewis blue flax Alfalfa, <br />Northern bedstraw, Rocky mountain penstamon, Nodding onion, sagebrush, rabbit brush, crested wheatgrass, <br />Intermediate wheatgrass, and Slender wheatgrass or just a few of the species readily identified on the reclaimed <br />facilities area. Prickly lettuce is establishing throughout the site as well, <br />Some noxious species, Houndstongue, Dalmation toadflax, Whitetop, and to a lesser degree, Thistle were also <br />present and require weed control measures. <br />SIGNS AND MARKERS — Rule 4.02: <br />Topsoil stockpile identification markers are clearly visible. Permit area boundary markers are visible <br />along the TAHR and at the topsoil stockpiles. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Exhibit 13-3 identifies a stockpile of material as a "Temporary Waste Stockpile ". In a discussion with Mr. <br />Roy Karo of HGTI, Mr. Karo stated that this material is not coal waste, but is material from the construction of the <br />TAHR. It would more appropriately be designated "subsoil' material. Since Coal Mine Waste material initiates <br />specific regulations and storage pile construction, the Division requests that HGTI revise the naming of this <br />stockpile to reflect the actual material contained in the pile. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 5 <br />
