The inspection started when the inspector <br />stopped at the Peabody Sage Creek Office to notify HGTI personnel that the Division would be conducting a <br />partial inspection. Scott Cowman and Katryna Snowden were present at the time. HGTI personnel did not <br />accompany the inspector on site. <br />The HGLO permit area consits of two general areas, the Tie - accross Haul road that begins just west of Routt <br />County road No. 27 and continues west almost to Routt County Road No. 53. The other area of the permit <br />consists of the reclaimed load out facilites and office area and the unreclaimed rail loop. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8, Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ditches along the TAHR are in good condition. HGTI has reinforced several isolated locations with rip <br />rap material. This maintenance is acceptable. <br />The truck loop pond was holding a shallow pool of water approximately 2.5 to 3 feet below the riser. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The Tie - Across Haul Road (TAHR) is in good condition and has recently been graded. <br />The ditch along the north side of the TAHR near the powerline crossing, TAHRD -11, mentioned in the DRMS <br />4/21/2014 inspection report has been graded.
