The weather was cool and clear. <br />The ground was somewhat muddy (due to minor snowmelt) with approximately two inches of snow over most of <br />the mine site. The loadout was dry. There was no EFCI representative present during the inspection at the mine <br />site or the loadout. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The two ponds at the mine site, Pond 4 and Pond 5, were holding frozen water. Neither of these ponds <br />was discharging. At the loadout, ponds L -1 and L -2 were dry at the time of the inspection. No major problems <br />were found with embankments, flumes, or spillways. The Pond 5 and Pond L -1 primary spillways contain <br />sediment at the downstream ends and should be monitored for further problems. <br />The two culverts that are inlets into Pond 5 were inspected. The 24 -inch culvert ( 940 on Map 18 in the PAP) was <br />free of problems and light could be seen through the pipe. The 30 -inch culvert ( #39 on Map 18) contains <br />sediment at the downstream end. This will likely wash out and not cause a problem, but the situation should be <br />monitored. In this latter culvert, no daylight is seen through the pipe, likely due to a bend in the pipe under the <br />road. <br />The Magpie Diversion Ditch was inspected along its entirety, and no problems were seen. <br />The erosion control BMPs near the gravel parking lot in the portal area require maintenance as rills are beginning <br />to form and undercut the wattles. The BMPs at the northwest corner of the truck tunnel are in good shape. <br />At the RDA, no problems were seen with ditches or with the California Drain Pan at the northwest corner of the <br />RDA. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 7 <br />
