June 18, 2014 C- 1981 - 014 /Southfield Mine RDZ
At the RDA, no problems were seen with diversion ditches.
The portion of Newlin Creek where a landowner has indicated that there is a losing reach due to subsidence was
inspected for cracks or other indications of mining impacts. No impacts were seen. There was not enough soil
moisture for the inspector to look for losses in the creek.
PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
The perimeter of the RDA was driven; no rills were seen. On the east side of the RDA significant cheat grass was
seen, and a small number of thistle plants were seen near the northwest corner of this area.
ROADS — Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)
Reclamation 4.03.1(7)/4.03.2(7):
Roads to the facilities area and the RDA were in acceptable shape. The ditch along the entrance road to the portal
area has eroded but does not appear to be threatening the stability of the road. The road to the Monarch Mine is
still passable but is narrow in areas due to erosion. Along the road to the Monarch Mine, the downdrain structures
( "socks ") were found to be in acceptable shape, and no problems with culverts were seen. One of the "socks"
requires maintenance: the second one from the portal area is partially buried under soil and should be dug out.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The portal area, including the area around the truck tunnel, was in good shape; no erosion or large weed patches
were observed. However, cheat grass was observed near the gravel lot. Also, the Pond 3 reclamation area and the
rock dust storage SAE were inspected and no problems were seen.
The area near Newlin Creek where subsidence cracks were repaired and an historical topsoil pile was used to fill
the holes (upstream of the Thompson driveway) has seen moderate success with re- vegetation. Bare spots and
weeds (cheat grass, Mullen, cranesbill) are still present.
SUBSIDENCE — Rule 4.20:
The area near Newlin Creek where subsidence cracks were repaired was inspected. No new cracks were seen.
SUPPORT FACILITIES - Rule 4.04:
The Monarch fan area was inspected and no problems were seen. The vegetation on the hillside looks good.
Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 5
Page 3 of 11
