The weather was warm and <br />clear but windy. The ground was dry over all of the mine site and loadout. There was no EFCI representative <br />present during the inspection at the mine site or the loadout, but George Patterson was present for the records <br />check at the EFCI office in Florence. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4, Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The two ponds at the mine site, Pond 4 and Pond 5, were dry. Neither of these ponds was discharging, of course. <br />At the loadout, ponds L -1 and L -2 were dry at the time of the inspection. No major problems were found with <br />embankments, flumes, or spillways. The Pond 5 primary spillway contains sediment at the downstream end <br />(approximately 4 to 5 inches deep) and should be monitored for further problems. On the pond side of the <br />embankment for Pond 5, the rill near the primary spillway has been repaired with riprap. Significant riparian <br />vegetation was seen in the bottom of Pond 4, indicating that this pond holds water for long periods of time. The <br />Pond L1 primary spillway is filled with tumbleweeds that should be removed, and, based on previous inspections, <br />may need sediment removal also. <br />The culverts that drain into Pond 5 were both clear. <br />The Magpie Diversion Ditch was inspected at the upper and lower ends, and no problems were seen. <br />The erosion control BMPs near the gravel parking lot in the portal area may need minor maintenance this summer. <br />Small rills are beginning to undercut the wattles. Grass is growing through the erosion blankets — a sign of <br />effective BMPs. The BMPs at the northwest corner of the truck tunnel need to be maintained, sediment should be <br />removed from behind the wattles, and the silt fence is sagging. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 5 <br />Page 2 of 11 <br />
