Mine Site Inspection <br />Mine Name: Carbon Junction <br />Permittee: Oakridge Energy, Inc. <br />Permit ID #: C- 1992 -080 <br />Inspection Date: June 04, 2014 <br />Inspection Type: Partial Independent <br />Weather Conditions: Clear, sunny and dry. Start time: 9:30 a.m. <br />Participants: <br />Spencer Shumate, Office of Surface Mining Reclamation and Enforcement ( OSMRE) <br />Badge #545, Tom Medlin, ( OSMRE) <br />Brock Bowles, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Marcia Talvitie, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />This was a partial independent inspection chosen by OSMRE to follow up the EY 2013 OSMRE <br />Topic- Specific Evaluation "Stream Channel and Drainage Reconstruction ". The EY 2013 <br />evaluation resulted in DRMS issuing a notice of violation (NOV) #CV- 2013 -005 to the Oakridge <br />Energy, Inc. <br />OSM provided notice of the inspection to DRMS 24 hours prior to the site visit. Brock Bowles <br />and Marcia Talvitie (DRMS) attended the inspection. The Carbon Junction Mine is an inactive <br />surface coal mine in reclamation phase only. No operator representative accompanied us on the <br />inspection. <br />Backfilling and Grading (Rule 4.14): <br />Backfilling and grading was complete after the removal of a large berm that was identified in the <br />OSMRE/DRMS EY 2013 Topic - Specific Evaluation. This berm was to be removed to allow for <br />water from an unnamed tributary to connect back to the Upper Carbon Junction Channel. The <br />material from this berm is topsoil from the area when it was originally disturbed. In November <br />of 2013, the operator redistributed this topsoil material and regraded to match the pre -mine <br />contours. <br />_Hydrology (Rule 4.05): <br />Riprap was placed in areas of the Upper Carbon Junction Channel that did not have sufficient <br />native bedrock for armoring and/or areas that were more subject to down cutting and erosion <br />because of the lack in vegetation and unconsolidated soil material. <br />Revegetation (Rule 4.15): <br />New vegetative growth is evident in the majority of the reclaimed areas. Seeding took place last <br />fall. For the areas that vegetation has not yet established, there should be some erosion BMP's <br />installed for preventative maintenance. <br />Signs and Markers (Rule 4.02): <br />The mine identification sign at the mine site entrance is intact and contained all necessary <br />information in accordance with 4.02.2. <br />
