21. Proposed pages 2.05 -104, 105, 105A, 1058, and 105C identifies the proposed subsidence monitoring <br />program. The proposed monitoring plan includes the monitoring of the powerlines which impacts <br />have yet to be determined based on the proposed exhibit 2.05.6 -E4 information. As such, the <br />Division can not approve a monitoring plan associated with the powerline structure until the <br />potential impcts have been surveyed. In addition, monitoring requirements may be needed to <br />address cultural and historical information as identified in Item #8 of this adequacy letter. <br />Although the Division does concur with the proposed monitoring of CR27 a determination can not <br />be made in order to approve the plan until such time as the Routt County Planning Department <br />concurs with the proposed monitoring and an amendment to the SUP PP2010 -017 is approved. <br />Proposed page 2.05 -104 states that in lieu of the monuments required in (c) of section 2.05.6(6) <br />PSCM proposes that the monitoring program be an inspection of the underground workings and a <br />report. Although the Division agrees that an inspection of the underground works may predict the <br />likelihood of subsidence from faults or roof or pillar failure prior to the subsidence occuring and <br />the proposed monitoring program number's 1 through 5 on proposed page 2.05 -105 is adequate for <br />monitoring the workings, this monitoring program does not adequatly address Rule 2.05.6(c)(i)(B) <br />which requires monuments be situated to appropriately monitor ground surface movement, vertical <br />and horizontal, within the area proposed to be undermined, including an area to accommodate the <br />predicted angle of draw of 200 for verifacation of the subsidance prediction. Please revise the <br />proposed subsidence monitoring program to include any updated monitoring based on a revised <br />list of structures and a supplimental subsidence survey which determines the potential impacts <br />of subsidence to the powerline structures. <br />22. Proposed Exhibit 2.04.10 -E3, Pond 004 Wetland Delineation Report referances Appendix A and <br />Appendix B. These referanced Appendecies were not included as a part of the report.
