Jerry M. Nettleton
Page 8
June 11, 2014
b. DRMS Response: This item is resolved.
8. Permit page 2.05 -16 has a section titled "Waste Disposal Sites ". This section contains information
regarding the current refuse pile at the Williams Fork Mines. There is also a solid waste disposal
site that was permitted in November 2007 (with TR -34) that should be included in this section.
Please add a description of the solid waste disposal site that was permitted with TR -34 in November
2007 to the Waste Disposal Sites section on permit page 2.05 -16. If MCM intends for this section
to only contain information regarding coal waste disposal, please rename the section "Coal Waste
Disposal Sites".
a. MCM Response: The Permit discussion of Mine waste disposal practices and facilities
has been reviewed, revised, and updated, as appropriate, to consolidate the information
on handling and disposal of coal and non -coal wastes and to reflect current conditions.
Copies of the revised Permit discussion accompany these responses for replacement in
the PAP.
b. DRMS Response: This item is resolved.
9. Permit pages 2.05 -17 and 2.05 -18 contain a discussion of Haul Road A. These pages do not flow
properly. Page 2.05 -17 ends with a completed paragraph and page 2.05 -18 begins in the middle of a
sentence, starting "54 tons, will be used to transport coal. " Please review the text on page 2.05 -17
and 2.05 -18 and correct as necessary.
a. MCM Response: The referenced Permit text discussion has been reviewed and revised,
as appropriate, to address the identified text continuity concerns. Copies of the revised
Permit discussion accompany these responses for replacement in the PAP.
b. DRMS Response: This item is resolved.
10. Permit page 2.05 -20 discusses topsoil replacement on the site and references Tables 58 -62, which are
topsoil replacement tables. There are no dates listed in the footer for when these tables were created
but, given the reclamation performed at the site in 2008 and 2009, the topsoil replacement volumes
listed are probably not accurate. Please review topsoil replacement Tables 58 -62 and update the
topsoil replacement volumes as necessary to reflect the reclamation that was completed at the
Williams Fork Mines in 2008 and 2009.
a. MCM Response: The referenced soil replacement tables have been reviewed and
updated, as appropriate, to reflect recent reclamation activities. Copies of the updated
tables accompany these responses for replacement in the PAP.
b. DRMS Response:
i. Revised Table 59 lists the acreage for the 5A Portal and Pond 5A -P2 &3 under
the "depth" column of the table. Please correct this table and indicate the depth
the material will be placed over this area.
ii. Revised Table 60 indicates the same volume of material exists in each of the
topsoil stockpiles as is currently listed on this table and does not appear to
account for the 2008/2009 reclamation of the No. 9 Portal and Waste Disposal
pile. The revised permit text indicates this area was reclaimed and cover material
