June 10, 2014 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />FISH and WILDLIFE — Rule 4.18: <br />Many elk were seen in the reclaimed East Pit, as well as other parts of the mine site. A muskrat was seen <br />swimming in the Stoker Siding Pond. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No problems were seen with the inspected ditches. These included: <br />• The North Tributary East Pit Ditch from the NTEP 1 pond down to the confluence <br />• The Final East Pit Ditch from the EP 1 pond down to the confluence <br />• The South Collection Ditch <br />• The Section 16 Perimeter Ditch (north of the pond) <br />• The Section 16 Fill Ditch <br />• Tributary D <br />• Tributary F. <br />Sumps along the road to the Taylor ponds were inspected. Sump # 1 contained no water; it needs cleaning but the <br />outlet looks good. Sumps #2, #4, and 45 contained water; no problems were noted. Sump 43 was clear of water <br />and sediment. There were no signs of sediment loading from the road onto undisturbed areas near the Taylor <br />Creek Buffer Zone. <br />The following ponds were inspected: NTEP1, EP 1, Section 16, Taylor Pump Holding Pond, East Taylor, Work <br />Area, West Pit, Prospect, Gulch A, Streeter, Gossard Loadout, Rail Loop, and Stoker Siding. Also, stock tank H <br />was inspected. The following ponds were discharging: East Taylor, Streeter (0.12 cfs per Kurtis Blunt), and <br />Prospect (very small trickle). For all discharging ponds, no sign of pollutants was observed. The rest of the ponds <br />were not discharging but held water. <br />Colowyo is surveying and cleaning ponds this summer. Epp and Associates was seen surveying Gossard Pond. <br />Anson Excavating and Pipe was seen cleaning West Taylor Pond. Other ponds that appear to need cleaning <br />include the Rail Loop, West Pit (forebay), and East Taylor. <br />The water in the Work Area Pond is being pumped to the Wash Bay Pond. The primary spillway at the Work <br />Area Pond is planned for repair in the near future. Rushes are growing at the southwest corner of the pond. Per <br />Colowyo staff, these have been there for over 10 years. This does not appear to be a problem, but the area should <br />be closely monitored for signs of piping or other problems with the dam. <br />Number of Partial Inspection this Fiscal Year: 12 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 15 <br />
