May 29, 2014 C- 1980- 007/West Elk Mine ZTT <br />Clean water diversion ditch was inspected along the upper facility bench that includes Shaft 42 below the north <br />facing slope. The ditch was stable and no cutting or erosional issues were observed. However, at the southwestern <br />point of the upper facility bench, the clean water is diverted by a culvert. The culvert was partially filled inside the <br />culvert with sediment and was in need of general maintenance. Correspondence from West Elk representatives <br />noted that this maintenance item has already been addressed. No issues remain. <br />Shaft 41 and shaft 42 pads were in good condition. Pads were graveled for erosion control and sloped to perimeter <br />ditches to direct runoff to the associated sediment pond. Gravel pads showed no signs of erosion or ponding. No <br />issues were observed. <br />Concrete sumps along the coal stockpiles were inspected. Sumps are cleaned approximately every month on an as- <br />needed- basis. Sediment and coal fine build up was at a minimum with no issues observed. <br />Sediment Pond MB -5E held water with no discharge. Pond embankments were stable and vegetated. Emergency <br />spillways for both ponds were armored with rip rap. Spillways discharge into a large armored channel before <br />reaching the river in the event of pond discharge. No issues were observed at pond MB -5E. <br />GENERAL MINE PLAN COMPLIANCE: <br />General spring maintenance from snow melt and seasonal weather is ongoing at the mine site. Issues identified on <br />the inspection were addressed the day of or after the inspection. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were stable and well maintained with no rutting or erosion on the roads. Fugitive dust was not observed <br />during the inspection. <br />SIGNS AND MARKERS — Rule 4.02: <br />One of the mine's identification sign was located at the main entrance to the West Elk Mine site. All information <br />for compliance was posted clearly on the sign. <br />Topsoil piles inspected had visible markers of designation. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Sylvester gulch live subsoil 41, 42 and shaft site topsoil stockpiles were inspected.
