e). Revegetation was undertaken for the mine during 2006 with successful establishment of the <br />perennial seed mix confirmed in 2008. Revegetation of the reclaimed sediment control system <br />was undertaken in April 2009. No revegetation occurred in 2013. <br />2013 Weed, Pest and Disease Inspection <br />During my inspections of the site in 2013 I did not identify any disease conditions at any of the <br />reclaimed or revegetated areas within the coal mine permit area. I did not identify any plant <br />pests which had affected the growth of the vegetation during this growing season. No areas <br />which experienced any infestation or blight were found during the inspections. No patches of <br />noxious weed species were observed, nor were any areas observed where weeds, plant pests, or <br />disease showed a deleterious effect to the live vegetation. <br />Oakridge Energy contracted for spraying of scattered noxious weeds in 2013 at the coal mine <br />site. The most recent spraying took place during the late summer of 2013. During my inspection <br />of December 2013 I found approximately twelve dead musk thistle plants within the coal mine <br />permit area. These were cut and disposed of <br />f). Permanent revegetation as described in the mining and reclamation plan has occurred at the <br />Carbon Junction Mine at all disturbed areas of the mine slated for revegetation. <br />Additional Information <br />The renewal application for a valid existing coal mining and reclamation permit (RN04) was <br />submitted to CDRMS January 22, 2013 and found complete February 1, 2013. CDRMS <br />provided a preliminary adequacy review to Oakridge Energy dated April 19, 2013 to which <br />Oakridge Energy responded on August 28, 2013. CDRMS provided a second adequacy review <br />to Oakridge Energy dated December 20, 2013. Oakridge Energy is in the process of preparing a <br />response to that adequacy review. <br />Technical Revision 17 was submitted and approved by CDRMS as one of the mitigation <br />requirements for CDRMS Notice of Violation C- 2013 -005. This revision addressed design and <br />reconstruction of a segment of the Carbon Junction Canyon reconstruction. <br />Disturbed Acreage <br />By the end of calendar year 2010, a total of 45.31 acres (100 %) of disturbance attributable to <br />coal mining operations during the life of the mine was reclaimed to final configuration or <br />released from reclamation obligations.
