May 28, 2014C-1981-035/King Coal MineMLT <br />Crushed stone for underground use is typically stockpiled in an area along the eastern <br />shoulder of the King II haul road. A stretch of silt fence prevents the material from <br />encroaching upon the undisturbed area below. During the inspection, we observed that some <br />of thematerial has been stockpiled to the north of the limit protected by the silt fence (Photo <br />3), and could potentially wash down the slope to block the outlets of Culverts C3. Care <br />should be taken to ensure that the material is kept on the roadway above, preferably behind <br />the silt fence. <br />The southern two-thirds of the King II sediment pond was wet, but there was no standing <br />water (Photo 4). <br />At King I, the silt fence installed at points along the access road Small Area Exemption had <br />been recently replaced (Photo5). <br />The water level in the East Pond was low, and the West Pond was dry. <br />GENERAL MINE PLAN COMPLIANCE: <br />Stockpiles of coal were present at King II Stack Tubes #1 and #2. <br />REVEGETATION –Rule 4.15 <br />Vegetative Cover; Timing: <br />The field south of the King II sediment pond continues to bea significant source of <br />tumbleweeds, particularly Kochia and mustard. Although these weeds are not considered by <br />the County to be Invasive, requiring treatment or eradication, the tumbleweeds produced are <br />problematic for thevarious drainage features of the mine -ditches and culverts. <br />Grasses throughout the King II surface facilities appear to be generally thriving. <br />SIGNS AND MARKERS –Rule 4.02: <br />A series of new directional signs has been installed at the King II surface facilities. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of PartialInspection this Fiscal Year: 8 <br />36 <br />Number of CompleteInspections this Fiscal Year: 3Page of <br />
