May 22, 2014 C- 1982 - 056 /Foidel Creek Mine JDM <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The coal refuse disposal area (CRDA) and coal refuse disposal area expansion are constructed west of the <br />reclaimed valley and to the west of the Area 1 Pit. The CRDA and expansion continues to be an active refuse pile <br />in construction. <br />Refuse material continues to be placed in the RDA expansion area. Material was being stockpiled and spread at <br />the time of the inspection. The RDA was dry and compacted at the time of the inspection. The refuse material <br />had not yet reached the head of the under -drain of the RDA and the D50/9" drain rock and the two filter layers <br />were observed. The exposed under -drain was stable and constructed as designed. Flow was observed from the <br />outlet of the underdrain and from an area —35' from the edge of the underdrain. Phase 1 of the RDA expansion is <br />nearing completion. <br />The first bench has been completed and the second bench is near elevation. The out slope of the first bench is <br />stable with suitable material placed on the slope and the first bench and the slope of the second bench is stable. <br />The completed outslope to the first bench was a 25% slope. The construction of the east perimeter ditch RDA -4 <br />has been completed and is stable. <br />Minor rilling ( -6 " -8" deep) was observed on the east side of the RDA as the material ties into the RDA expansion <br />area. No problems were noted and monitoring should continue as noted in the quarterly refuse pile inspection <br />reports. <br />The soil material noted during the April 2014 partial inspection at the area near the NW toe of the RDA expansion <br />area at the tie -in with the existing RDA has been addressed. <br />RDA Expansion Material Tie -in to Existing RDA <br />ROADS — Rule 4.03 <br />RDA Expansion <br />Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The RDA haul roads were stable and dry at the time of the inspection with no problems noted.
