This inspection represented an Office of <br />Surface Mining oversight inspection for the purpose to evaluate and report on coal mine waste banks to determine <br />compliance with engineering and hydrology control requirements. Spencer Schumate and Jeremy Spangler <br />represented the Office of Surface Mining on this inspection. Brian Watterson of Twentymile Coal accompanied <br />the inspection. The weather was clear with a light rain and the mine site was dry at the time of the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No permanent diversion ditches have been constructed to date as the RDA pile is active and under construction. <br />Temporary diversion ditches have been constructed as required to divert runoff from the construction of the pile to <br />the Area 1 Pit and to Sedimentation Pond D. RDA -4 on the east slope of the RDA expansion area has been <br />completed and was stable with adequate grade to the Area 1 Pit. RDA -3 west of the existing RDA was stable and <br />well vegetated with no flow at the time of the inspection. No problems were noted with ditches associated with <br />the RDA /expansion, with the exception of the following: <br />- The Division understands that the construction of the toe of the RDA expansion area is ongoing; however ditch <br />RDA -6a will require construction per Exhibit 26C -C102 as the second bench is developed. <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 7 <br />
