May 21, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />Overland flow was observed coming from Bowie road (old Highway 133), northeast of the intersection with the <br />Gob Pile #3 haul road, presumably from washing operations at the intersection. The CDOT access permit issued <br />for this crossing requires that BRL remove mud or refuse material tracked across the highway. This runoff <br />eventually drains to Pond J, but was not being routed to the pond in a controlled manner. When the crossing was <br />permitted, control of drainage from washing operations was apparently not contemplated. BRL should design and <br />construct a ditch to carry washdown water directly to an existing ditch (possibly J15), in accordance with Rule <br />4.053. A technical revision to address this drainage issue will need to be submitted to the Division within 30 days <br />of the issuance of this inspection report. <br />Culverts in the loadout area were in need of maintenance. An unidentified culvert is installed upgradient of <br />culvert K2. BRL needs to do reconnaissance on the loadout area to ensure that all culverts and ditches on the <br />ground are consistent with the approved maps and plans, and provide design information for any structures not <br />currently approved. Design information should be provided via a technical revision within 30 days of the issuance <br />of this report. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Gob Pile 41 <br />Gob Pile 41 was inactive at the time of the inspection. Gob /refuse material was placed in this pile until early <br />2007, when construction of Gob Pile 44 merged the majority of Gob Pile 41 into Gob Pile 44. <br />One slope measurement was taken on Gob Pile # 1, on the western flank (Point 6 on the map excerpt below). The <br />slope measured 58 %, in excess of the approved maximum slope of 2:1 (50 %), per page 5 of Volume IV of the <br />approved permit application. No other slope measurements were taken on the pile during the inspection. The <br />operator was asked whether survey data existed for the gob pile prior to placement of cover fill material, so it <br />might be determined whether the steep slope was possibly limited to the cover material. The operator indicated <br />that an effort would be made to locate any survey data. If survey data does not exist, the pile should be surveyed <br />at multiple locations on the pile, prior to final reclamation, and the results included in the final construction <br />inspection report (following revegetation) required by Rules 4.10 and 4.09.1(11)(a). The Division would <br />recommend submittal of the survey data for Division review prior to topsoil redistribution, in the event that <br />regrading of the refuse material or coverfill outslopes is determined to be necessary. <br />Slopes appeared to be stable. Topsoil distribution and seeding is scheduled to be completed this fall, now that Gob <br />Pile #4 is in its final configuration. <br />Gob Pile 42 <br />Grading and compaction operations were underway on Gob Pile 42, in the northern area and in the TR -76 <br />expansion area. Material was being excavated from the approved drying area, graded and compacted.
