Mr. Wilson
Page 2
May 20, 2014
6.3.3 Exhibit C — Mining Plan
1. The Applicant has indicated that it will be necessary to import topsoil to achieve a suitable
depth of topsoil over reclaimed areas. Please specify at what point during the life of the mine
the topsoil will be imported.
2. As required by Rule 6.3.3(h), specify how much water will be used in conjunction with the
operation and identify the source of the water.
3. Upon reviewing the original permit file for the CEMEX Sandstone Quarry, it was determined
that the Operator has never addressed the use of explosives at the mine site. As required by
Rule 6.3.3(p), the Applicant must demonstrate, pursuant to Subsection 6.5(4), Geotechnical
Exhibit, that offsite areas will not be adversely affected by blasting during mining and
reclamation operations. Please provide the following information:
a) How frequently does blasting occur?
b) Specify the blast pattern
c) Provide a cross section of a typical hole profile
d) Specify the delay timing
e) Specify the air overpressure
f) Specify the peak particle velocity
g) Specify the maximum weight of explosives detonated in an 8 millisecond period
4. Please provide a commitment to complete a blasting report for each shot. The report must be
retained by the Operator for at least 3 years and be available for inspection by the Division
on demand. The record shall contain the following data:
a) Location, date and time of blast;
b) Name, signature, and license number of blaster -in- charge;
c) Identification, direction and distance in feet, from the nearest blast hole to the nearest
potentially affected structure, such as any dwelling, school, church, or community or
institutional building either:
i. Not located in permit area; or
ii. Not owned nor leased by the person who conducts the mining operations.
d) Weather conditions, including temperature, wind direction, and approximate velocity;
e) Type of material blasted;
f) Sketches of the blast pattern including number of holes, burden, spacing, and delay
pattern. Sketches shall also show decking, if holes are decked to achieve different delay
times within a hole;
g) Diameter and depth of holes;
h) Types of explosives used;
i) Total weight of explosives used per hole and maximum weight of explosives per 8-
millisecond period;
