Please revise page 2.05 -171 to include a commitment to distribute the results of planned <br />fish, sediment and macroin vertebrate sampling to the Division, in addition to BLM, USFS, <br />and USFWS. <br />37. The currently proposed B -Seam Mining plan, presented on Map 14B shows that longwall <br />panels under the West Forl< of Terror Creel< will progress from downstream to upstream. <br />This progression will be essential in minimizing potential I<nicl< points in the stream. Please <br />include a commitment in the text to undermine the West Fork of Terror Creek in an <br />upstream direction, beginning downstream. <br />38. Pages 27 and 29 of Exhibit 15 state that there are no buildings present at the Bowie #2 Mine <br />under the current permit term. With the PR -14 expansion, there will be structures within <br />the permit boundary and the affected area. Please revise pages 27 and 29 of Exhibit 15 to <br />address the presence of these buildings. <br />39. Please update the Roads section on page 29 of Exhibit 15 to include roads in the western <br />mining area and PR -14 expansion area. <br />40. Page 30 of Exhibit 15 says that there are no areas within the Bowie #2 mine plan with <br />overburden greater than 1500'. Please update page 30 of Exhibit 15 to include the <br />overburden depths in the Spruce Stomp area, which are in excess of 1,500' in the zones of <br />minor subsidence impact. <br />41. Please update page 33 of Exhibit 15 to include perennial streams in the list of surface <br />water resources within the affected area. <br />42. Exhibit 15 will need to be updated to include Stevens Gulch Road. <br />a. Please update page 45 of Exhibit 15 to include a plan for monitoring and repair of any <br />subsidence damage that would occur on Stevens Gulch road as a result of mining in <br />the PR -14 expansion area. <br />b. Given that Stevens Gulch is a publicly used road, the monitoring frequency for this <br />road should be increased. Please update page 45 of Exhibit 15 to include weekly <br />monitoring during active subsidence, quarterly for one year after subsidence, and then <br />annually thereafter. <br />c. Signage for Stevens Gulch Road will also be required. Please update page 46 of Exhibit <br />15 to include a commitment to install subsidence warning signage on Stevens Gulch <br />Road where the road passes through the affected area. <br />43. The double mining horizon has been removed from Figure 15 -3, presumably because BRL is <br />not contemplating double seam mining for the remainder of the permit term. This line, <br />however, should be retained for comparison to the predicted maximum subsidence to the <br />
