Jerry Nettleton of Twentymile Coal <br />was present during the entire inspection. Weather conditions were sunny and cool. Ground conditions were damp <br />due to a recent storm that passed through the area prior to the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Site sedimentation Ponds B, E, and 18LT were viewed during this inspection. Ponds B and E were full and <br />discharging. The water level in the upper 18LT sediment pond was well below the level of the principal spillway. <br />Ponds B, E, and 18LT are shown in Photographs 1 through 3, respectively. A minor rill is forming at the inlet of <br />the upper 18LT Pond, which should be repaired. All of the ponds viewed were stable and functioning as intended. <br />A substantial amount of runoff was being directed to Pond E due to the recent storm (Photo No. 1). Sediment and <br />runoff control appeared adequate site wide. There were no areas of concern or significant erosion identified <br />during this inspection. <br />GENERAL MINE PLAN COMPLIANCE: <br />Site activities viewed during this inspection are in compliance with permit conditions and no problems were <br />identified during this inspection. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 6 <br />
