A response, <br />prepared by J.E. Stover & Associates on behalf of Bowie Resources, LLC (BRL), was submitted <br />on May 2, 2014. <br />The Division's initial comments are itemized below, with supplemental information provided. <br />No response was required. The Division accepted the vegetation demonstration. <br />2. DRMS 04/22: BRL should either provide the location in the approved permit application <br />package for detailed information on the proposed channel profile, plan (meander <br />length/width), cross - section, and channel lining for East Roatcap Creek, or submit a <br />revision to provide the information. <br />BRL 05/02: BRL confirmed that there is little information in the permit regarding <br />reclamation and reconstruction of East Roatcap Creep. BRL requested that the Division <br />allow the West Mine sediment ponds to be reclaimed this year (2014), but stipulate that <br />the culvert itself not be removed until a plan for reconstruction of the East Roatcap Creek <br />has been approved, perhaps in 2015. <br />DRMS 05/06: The Division is unable to approve BRL's request to divide the West Mine <br />Pond removal / stream reconstruction work into two seasons. This determination is based <br />on a number of factors: <br />a) The culvert was constructed on a straight alignment, which did not reflect <br />the sinuosity of the original channel.
